How did allegations of corruption, repression and torture against Nicolás Maduro and Cilia Flores evolve?
Trace allegations in the New York federal criminal case: when they first appear, how they change, and what relationships between corruption and victimization the prosecution describes.
From an initial drug trafficking indictment to a prosecution theory about political control and the preservation of power
The sequence of filings in case 11 Cr. 205 (AKH) begins with the original 2011 indictment and continues with the first superseding indictment (S1, 2019), the second superseding indictment (S2, 2020), the superseding information (S3, 2023), the fourth superseding indictment (S4, 2025) and the fifth superseding indictment (S5, 2026). These filings do not always name the same defendants or take the same procedural form.
Comparing them reveals how allegations concerning drug trafficking, institutional corruption and different forms of violence are introduced, repeated or expanded. In October 2026, the fifth superseding indictment (S5) expressly links the distribution of illicit benefits, repression and torture.
The central question
What relationships between corruption and victimization do the indictments actually allege? What will the prosecution need to establish during the proceedings, and which relationships reflect a structural interpretation? The tool makes this distinction visible rather than obscuring it.
